Where is my VGU

Personally I feel like I need a VGU to once again become the blood mage I used to be. I have major Q bugs(goes on cooldown and no health refund if I Q something that just died), my E is unpredictable (was that minion really in the way of that champ?) and I really have to get a to get in range for my "empowered" Q? Why is it empowered anyway?
