Do Voice Actors Limit Skins?

So I've one tricked Illaoi literally since the day she went up on the pbe, and there are champions that came out after her that are getting skins before her, i.e Blood Moon Jhin. Now don't get me wrong I have nothing but the utmost respect for Riot's design team (graphic design being what I want to go into) but this is the main question I'm proposing: Do the voice actors themselves determine whether or not a champion gets a certain skin? And no, I am very well aware that they take into account whether or not people would actually like it, if the skin itself fits the character design, etc. But here's what I'm getting at, from what I've seen everywhere I've looked it up, Illaoi's voice actor is an author (Rolonda Watts), and the skin that (I as an Illaoi one trick crave) and has been the biggest meme surrounding our Truth Bearer is, Dunkmaster Illaoi. I think it's safe to say that it would be a crime, also not up to Riot's standards, to make a Dunkmaster skin and NOT give it unique quotes. With that in mind, is the delay or just simply this skin not being released ever, because her voice actor is an author and has limited availability? That or it actually is coming and this is all for nothing. That's my question for anyone who cares or was wondering something along these lines for their one trick.
