I want the Snow Fawn Poppy and Ambitious Elf Jinx splash arts as my Desktop wallpapers, possibly Draven's too but I haven't seen his yet.
Any Rioter willing to help me out? An archive, can I buy it, etc.?
I'd buy a 4k resolution image of the splashes. Hell make them a physical poster and you have my Andy Jacksons.
You can use the site waifu2 (weird name I know) to enlarge the image without losing resolution
Reverse image search them on Google and you should be able to find the better resolutions if they're out there.

There is a website where Riot sometimes uploads high-res versions of their splashes, if you wait the new skins might appear there:

Additionally high-res splashes may appear on the artist's artstation.com profile.
