Wouldnt a charm kinda fit evelynn for her new look/vu?
title, i read that taric had a charm in his ult at some point but i feel like if evelynn had one that would be cool!, maybe instead of her passive/ult she could have a charm

... Not really? Just because she's insanely hot doesn't mean a charm spell makes sense for her.
Eve's whole shtick is that she can hide in the shadows so thoroughly that she could walk right up to you and place her hand on your neck before you even know she's in the same city as you. (in lore, anyway - she's not that good mechanically but you get the point) That's incredible for an assassin to have. Generally an assassin wants to avoid drawing attention to themselves, then make their first strike so lethal that they don't need a second. Being able to turn invisible or move between shadows (it's a little unclear which she actually does) means you can get pretty much anywhere and wait for your target to let their guard down.
The point of a charm spell/ability (like Ahri's) is mechanically to bring someone out of position and into your range. That can work for some kinds of assassins to be certain (again, Ahri) but Eve in particular excels at catching the target unaware and unprepared. Wards don't see her, minions don't see her, nothing sees her but towers and champions, and so she can slip right under your guard. A charm spell would reveal her position and draw the enemy into range, thus leave her vulnerable. There's a reason Ahri has a dash as her ultimate.
I see where you're coming from since Ev kind of has that "seductress" thing going for her, but it's not who she is. That isn't her method of killing.

Charming is for the unsneaky types who can't get their targets without having to brute force the target to get themselves killed, in short Charm is for the unskilled. Evelynn is an skilled assassin, she doesn't need to charm her targets to get to them, she only needs stealth, speed, and her expertise of infiltration. In short, Evelynn is practically a Ninja.
I woudl add a fear on her ravage instead of the current slow. I mean if that thing popped up in front (or behind) me it woudl be pretty scary!
