Shadow isles city

Now that i have been told what a city state is (and suprisingly fast, thank you) I have always wondered a story possibility of Shadow isles becoming a city-state. What if Karthus or Mordekaiser would create a city of darkness in the isles? That would be freaking epic, and the reaction from other city-states would be interesting.

I actually think that the SI are already a city state,Hecarim is said to be the herald of the SI,which implies that they have an organized army,which again implies that they do have some kind of society.

The ruined king might be still in charge of the SI and many speculate that Hecarim Mordekaiser Karthus and maybe Thresh serve his army

Now, City State is a pretty vague term, and it used to be indicating factions included under the Institute of War, which is now no longer canon. The term isn't that meaningful now. The shadow isles hold their own land and cities though, no doubt. They seem to have laid claim to Port Mourn on Blue Flame Island, for example, and they likely have cities on their island hidden in mist. At least parts of the spectral inhabitants seem to be gathered under the same leadership.
