Is Viktor of Freljord descent?

I've always wondered where he got the accent from. I know he was born in Zaun, and no one in Zaun sounds like him, so that leaves his parents. I mean, I'm guessing that his folks were from the Freljord, probably near Braum's tribe/home/village and came to Zaun for some reason, which brings up a further question on why some hardy "too stronk" people decided to move to Zaun.

I don't know, what do you guys think?
