A lot of people thought that this resembles Shen's sword. If so, that means that this is very likely a teaser for Shen's legendary skin.

The only time Riot sends out teasers is for new champs, champ reworks, and ultimate/legendary skins, and they always release the teaser right before the patch they come out. So yes, it will be included.

Considering that we don't see a teaser for Evelynn means she will very likely be in the 7.20 patch (the patch after this upcoming patch, 7.19. We're going into 7.18 this week). I will be very surprised if she comes out after that.
