Is the Anivia skin permanent?

According to Surrender@20, it doesnt say a time limit but the BR page says 23/02 - 01/03 2017 so what is it? Really want the skin but dont really have the money for it at this moment so if its perm, i dont need to rush to get the cash, if it is, then i gotta find my way to getting it before its gone.
