Why Can't You Gift Friends Emotes?

I was going to gift my friend the D'Pengu emote to him as a joke, but apparently you can't gift emotes to your friends.

The gifting interface probably wasn't updated when emotes came out. Riot, can you add them? Or they deliberately supposed to be ungiftable?
