Why do so many reworked champions have better base skins then paid skins?

This is sometime I've noticed happening with pretty much every reworked old character. While I don't own very many skins I would be a bit miffed in Nasus got reworked and Infernal became worst then base.

Looking at the new Akali, I thought "WOW, she looks amazing I wonder what her skins are like." and was severely disappointed, again. I guess Rito doesn't want to technically give someone 2 skins for the price of one but I don't really know so I won't preach that.

I think her skins still look better then her base lol.

EDIT: Although I wise her new Tats were on Nurse Akali lol.

Well thats a rather subjective opinion.

Also the infernal skin was released alongside the VGU of Nasus,so it didn't "became worse than base",because thats how the base skin always looked compared to the infernal skin.

Kinda felt this way about Evelynn after rework as I owned all of her skins that existed at the time. (Except shadow, it was just a terrible chroma.)

Not complaining though, Dig her new Midna like look! :3

Because that's the starting point riot works from. They have to design the foundation, the base skin, before they can move one to the rest of the details, the paid skins. Because of that more effort goes into that initial design
