Also, Overwatch has a hero named "Ashe" who is pretty much a rough and tough cow girl with a gun and a robot henchman.

She's the reason our Ashe got a High Noon skin.

Also, despite the fact that their Ashe is white, they almost went with making her a black woman.

They decided not to cause of stereotypical angry black woman character.

So High Noon Senna would be Rito stealing from Overwatch twice over the same character.

Honestly it's a missed opportunity that they didn't give Senna a High Noon skin and tied her in with the others we've got recently. Aside from the obvious matching with Lucian, the skin is brimming with potential. Oversized revolver cannon as a weapon. Tumbleweed for her root missile. Dust devil for her shroud. Add to it that Senna is actually a part of High Noon lore and the skin concept is basically writing itself. Actually, I hope she'll get into all the skinlines Lucian has. Looking forward to playing an actually likeable couple in botlane, as opposed to little miss Edgy Racist Prick and mr. Self-Obsessed Douchebag.

Why would it be Legendry? Only Cait has a Legendary Pulsefire and Ez has the Ultimate. Others in the theme are just Epics and I really don't see her needing to be a legendary to be part of that theme.

I mean, Akali literally just got a popstar skin not even a year ago, yet here she is getting another popstar skin not to mention her project skin that came out in August of this year. And Qiyanna is getting another skin only after 5 months, where as Neeko had to wait almost a year to get another skin.

Riot doesn't care if someone "just got a skin." If they think it fits, they'll do it. Hell, it wouldn't surprise me if Lucian gets another valentines skin next year so he can have a matching one with Senna.

Champions don't get skins within the same theme unless they have re-assocatied their previous skin with a different group, Things like Witches Brew Blitzcrank happened because Definitely Not Blitz is now associated with April Fools. Or Snow Fawn Poppy happened because Rage Doll was put into the Toy Box theme. So it's 100% unlikely for Lucian to get another Valentine skin cause his still perfectly fits the Valentines theme.

Plus they don't have to release another skin for him to release a matching skin for her.

You do realize there's 2 skins lines in the valentines skin set? Sweetheart and Heartseeker. Lucian's is skin is Heartseeker, nothing saying they wont give him a Sweetheart skin to match Senna.

Besides, look at Leona. She has BOTH the legendary eclipse skins, so there's nothing saying Riot won't give someone 2 skins for the "same" line since they've already done it once.

Sweetheart was for the more innocent champions, Riot said so. So that's again, 100% unlikely.

Her Legendaries are Variants that's completely different cause they are the same skin.

His last skin (Demacia Vice) came out in July... that's not "just got". Plus he's fairly a popular champ when it comes to skins, so he'll see more soon enough.
