Fiora is the better fighter by far.
Jarvan's the better leader by far.
Fiora is the better duelist by far, but she would absolutely suck at leading an army. Jarvan IV is meant to be more of an inspirational leader figure.
Fiora is the better fighter, but Jarvan (or Garen) would be sent as the representative of Demacia.

Jarvan is a prince, even if he were a better duelist, Demacia wouldn't send him to a trial by combat were he could risk his live
Fiora is the best duelist in Demacia and likely Noxus too, she'd be the clear candidate if you wanted a trial by combat. However Demacia would likely put forward Xin, as Fiora both dislikes the establishment and while she's likely jump at the chance to fight for the honor of it, Demacia isn't too fond of her, and they'd likely trust Xin more.
Fiora is probably the best duelist in Valoran along Jax. Both of them have never lost a fight, and in Fiora's case she's so confident in her skills she often challenges rival houses to duels to settle her affairs. The Demacian nobility likely look at Fiora with a degree of fear considering the trail of blood she's left in her wake. I'm sure her family is even highly regarded in Noxus given her skill in spite of the two nations being at war.
If Demacia needed to make a show of strength in a trial by combat, I'm sure Fiora would be one of their best and most likely champions.
