Jarvan is a prince, even if he were a better duelist, Demacia wouldn't send him to a trial by combat were he could risk his live

However Demacia would likely put forward Xin, as Fiora both dislikes the establishment and while she's likely jump at the chance to fight for the honor of it, Demacia isn't too fond of her, and they'd likely trust Xin more.

Both of them have never lost a fight, and in Fiora's case she's so confident in her skills she often challenges rival houses to duels to settle her affairs. The Demacian nobility likely look at Fiora with a degree of fear considering the trail of blood she's left in her wake. I'm sure her family is even highly regarded in Noxus given her skill in spite of the two nations being at war.
