The changes to Mao'kai and Zac mentioned in the article are the same ones mentioned in the leak. It's the third information it's got right so far (Harpy/Phoenix and Cosmic Reaver Master Yi).
Not completely. The Maokai having Sticky saplings wasn't there XD Most of the other stuff was though for them as well as current skins and champs seen on PBE. So it is pretty clear a lot of what was in the leak is happening, but not 100% perfect.
