So i've always liked Demacia as a haven for "normal" people ie people without exceptional abilities.
Now with Sylas leading a revolution against Demacia, it does not seem as safe anymore.
So where would you consider a pretty safe place for basic humans ?

None of you understand he can still be anywhere... Magical beings are still rare in runeterra most of the population are normal humans the fact that we have 140 magical/special champions makes you think the whole runeterra is full of magic but it isnt
It depends on what else you bring to the table.
Noxus could work if you're extremely self-sufficient...until you get drafted. Ionia's good...provided the spirit of the land doesn't decide you're doing magic wrong and trap you in a literal nightmare prison. A really vicious person could make a living in Bilgewater...until they get stabbed by a leaky dude with a list or turned undead. Piltover seems like your best bet...provided you don't think too hard about where all those Hextech crystals come from and don't mind the cyborg crab social darwinist anarchist living beneath you who wants your city to burn.
Personally I'd join the Glorious Evolution ASAP so I could delete the emotions that make me sad about what a violent and depressing place Runeterra is.
EDIT: And get a cool cyborg body, can't forget that.

Yes there is Jinx,who sometimes turns up in Piltover to create chaos,but in such a big city its unlikely that you'll run into her(and even then,she is with Ziggs and Ziggs will likely ensure that no one is seriously harmed).
And even though Sylas is preparing for a revolution I doubt that he is planning for an all-out war or that he plans to get innocent people involved.
Mt. Targon would be your best bet, seems like there is some sort of chaos everywhere else.
Piltover looks a place where a normal human would live. No wars no enemies.
Piltover or Targon (as long as you can handle the occasional ruckus and you don't worship the moon you're good) are probably your safest bets.

if your good at some type of craft then noxus is your best bet for sure, that craft could give you a good life and its demand would keep you from being drafted into the military most likely, especially if you become known for your craft

Outside of the sibling rivalry of Nasus, Azir, and Renekton it seems like a place of nomads and traders. Get in and out and then they have a festival where they all roll up into a ball and praise Rammus? Seems cute!
I think most places are relatively safe as long as you don't get involved in politics. Piltover has no big issue beside capitalism, most Freljord tribes don't spend their time fighting, especially on the Avarosan side, Noxus is waging conquest war but is pretty peaceful on the inside, Ionia is still recovering from the Noxian invasion but the war itself has ended, so you can live in peace, etc.
The only truly terrible place is the Shadow Isles. Even Zaun and Bilgewater, which are pretty chaotic places, are probably fine if you're just a nobody that is satisfied with having a roof over your head and something to eat.
Obviously Noxus. Just don’t go after posistions of extreme power and find what your talent is and use it to benefit the greater whole of society.
Honestly Demacia was never safe. It's been absorbing magic all along. It depends on your view of "safe".
The void has always been coming. The black mist from the shadow ailse still moves. There can always be another rune war. We still don't know what Swain saw, but we have enough clues. Oh and there's Darkin so.....
I guess if you can find a portal to Bandle city you could escape there?
