What does that mean

Riot did the same with Sion's skin in the past and i never saw it on sale

Early sales are the very first sales for skins(and they are the only sales for legendary and ultimate skins). Basically every skin will go on early sale within the first 6 months after its release. This sale will usually reduce the price of the skin to the next lower tier(so 975skins will be sold for 750RP) for a limited time and is a one-time thing only.
