Secret of the "Game Over" Teaser?
So I saw this Announcement on the news page, and it confused me. So I took the liberty of looking at its source code. And I found something interesting..
You'll notice 2 things. First, there a link to a picture (as indicated by the blue hyperlink text ending in a .png).
Next, the name of the picture (Or the class file on the CSS Stylesheet where the picture came from) is "Chest".
When this picture appears, one of Final Boss Veigar's lines plays, Followed by the sound effect of BLITZCRANKS ultimate, and BLITZCRANKS laugh.
Seeing as the picture is round and "big" with the center exclamation mark increasing in size towards the top (Much like Blitzcrank's model). This leads me to believe that the Announcement, is ACTUALLY a teaser for the next blitzcrank skin, which I believe will be another addition to the Arcade set.
