Custom skins?

So I know that custom skins are OK in RIOT eyes as long as it doesn't copy an existing one. Well if I own project Lucian for example, and create a blue custom version of the skin, and replace the game file for project Lucian with that, is it OK in riot eyes or will I get a perm ban?
