Does anybody remember the ascension ritual?
Is there anybody who knows how to ascend currently? Can Azir create more ascended to help him with his fight against Xerath?

Only thing I remember about ascendancy is that Scatlocke confirmed that the ascended gave dongs ( ͡° ͜ʖ ͡°)
It requires an ancient rite performed in the light of the Sun Disc, so yes he is capable of doing so.
However, Azir probably doesn't want to risk another Xerath level event, and it would likely take time to prepare, giving Xerath ample time to attack anyways.
I wouldn't be surprised if it was brought back up though. Preferably to give us a girl ascended! ^-^
All the priests who administered Ascension are dead, but its' doubtful that they had anything to do with the aactual Ascension in the first place. Renekton became Ascended despite "not being worthy" and believing he would die carrying Nasus up the steps, Xerath was clearly not worthy and got MEGA ASCENDED before Nasus and Renek slapped the coffin on him he was clearly in a League of his own among Ascended. Azir ascended way after the priests got C L A P P E D. All the future Darkin were recommended for Ascension by them, but they obviously shouldn't have been "worthy" based on their following actions
The priests were full of shit and their rituals probably were just malarkey that they used to justify their existence and paychecks.
Azir is capable (though in order to do so would require all the means necessary to do so, including the creation of a Sun Disc fit for said ritual)
But is he willing? Probably not. Xerath was one of the last people to have been given the power of ascension before he went and betrayed Shurima. Azir in this current time isn't about to mess around and start making a bunch of people godlike just to counteract his mistake. Between Xerath and the Darkin (literally fallen ascended by their new lore) Azir's probably second guessing ever ascending another mortal being ever again.
Even if the Ritual is up and running, is putting anyone into it really a good idea? Not only do you have to look at what it has done already (basically ruined the world twice over) but it's also meant to be a risky process. Majority put through it wouldn't survive if they were just lined up and thrown in.
I think the only one who would be able to use the sun disc to make more ascended would likely be 
(and maybe Nasus), after all he was smart enough to modify the ritual.
might be an ascended himself, however the lores of Xerath and Nasus mention that there were also sun priests who were seemingly needed to enact the ritual(at least in Xeraths case they were needed to continue the ritual) and I doubt that Azir has the knowledge to do this.
Like others have said, feels like Xerath might be one of the only ones with the knowledge. There were sun priests, and with all of them gone, it feels unlikely that anyone is capable of setting up the Ascension ritual again.
I will say that it is mentioned that Ixtal and their elemental magic had some (unclear how much) hand in creating the Ascension rituals and the Sun Discs in the first place. Ixtal was relatively safe during catastrophic events like the Darkin wars and Azir's failed Ascension because they are so isolated, so they are more likely to have retained the necessary knowledge still over any random person in Shurima.
