In pantheons new story, it sounds as if he is trying to stop Xerath because Xerath is also trying to re-establish a Shuriman Empire (a new one though with him not Azir as its emperor). Would this imply that Pantheon would also go after Azir because Azir is also trying to re-make the Empire?

Everyone wants to stop powerful entities.. Exhibit A: 
For Azir it would be tricky because Azit came back in good faith so it would be interesting to see what Pantheon thinks.
While Azir is well-intention about Shurima, he is still a conqueror so sooner or later he will start to expand after finishing rebuilding. Pantheon will just see him as another conquering god probably so yeah he would be against him
