I'm just wondering because their hair are white. Is the artist who made these 9 champion is the same? (im not saying it suck its bad but just curious)

Not at all, is really naive to think that all the champs with white hair were created by the same person.
Diana was designed by Ironstylus Ekko was designed by gypsylord Tristana by Ezreal (Member of Riot) Riven by Xypherous Lissandra by Meddler Ashe was created by Guinsoo, Zileas and Ezreal (they made many champions) Janna was made by Brackhar Janna is blond And you forgot Sejuani
Light hair is common in the Freljord (especially among descendants of Iceborn), but Ashe's turned stark white when she touched Avarosa's bow and her powers as Avarosa's heir awakened within her.
Camille is old, but she's also a robot, so her hair probably isn't real and can be whatever color she wants it to be.
With Riven, it's probably just a design choice. But there is a possibility that she's part Freljordian, what with Noxus' accepting culture and all.
Ekko probably dyed his hair.
Janna is a spirit of some kind. Her hair color probably comes from sailors' perception of wind.
Lissandra is an Iceborn.
Diana used to have "sable" hair, and it became pure white after she became the Aspect of the Moon.
Tristana is a Yordle. Reasons similar to Janna's.
Soraka has white hair probably for no reason at all.
Don't know. What's wrong with white hair? Camille is olld, same with LIss, and Janna is a spirit. Ekko probably died it. Diana is more white-blond
Sometimes, color / design choices are made to evoke certain thoughts or feelings. For example, Ashe's white hair may not be fitting for someone as young as she is, but when you look at her hair, you are reminded of snow and the cold of winter, appropriate for her setting and theme. It also says volumes about the situation she's in as a young leader of an entire tribe of people.
Though it's also just entirely possible that natural hair colors work differently / are more diverse in the world of Runeterra. I mean, we've got people with purple and pink hair. Could also be that hair whitens earlier for humans in Runeterra, sometimes even during adolescence like Ekko.
