Can Cutpurse TF have W cards for everything?

I recently bought cutpurse TF and i am so disappointed that the badass cards on his W don't apply to the rest of the skin. I know that the skin is only 750 but if the cards on his W are already there, why can't they just be for the rest of his abilities and auto attacks. i really like the skin and i think it is kind of bull shit that only one of his abilities gets new cards. I would be fine if it were nothing but the new cards are already there and it's weird to have classic cards and new awesome cards in the same skin. Rito pls
