How does the DJ Sona border thing work exactly?

It says:

Broadcast your musical style with unique icons and banners. Equip one of the DJ Sona summoner icons to add that custom border to your profile page.

Is this for when the skin is available these borders will show up with the equip of the icons?

Like Pulsefire Ezreal, if you select one of the DJ Sona icons to use as your profile pic (they are granted to you with the skin), the background of your page in the LoL client will change from the Summoner (hue) to whatever color Sona skin you pick. If you pick Ethereal icon, you get the Ethereal background, and so on.
