The one that wins gets its icon for free but you can also buy the icon of the loser of the event like MSI you got the icon of your region for free but were still allowed to buy icons of other regions. Trust me Riot would not like angry Riven or Yasuo mains(whoever loses) because of not getting icon of their choice in Solo Q.

I'm sure they will. Back in the Lunar Revel 2014 event, they had the world vote for the champion they liked and whoever gets the most vote get the icon for free (with a special tiny horse icon at the bottom) and those who prefer the other icons can purchase it for RP.
