Does Vladimir have to do something with the Blood Moon skins?

I thought they were for elite ninjas/samurais at start but later more characters started taking them like kalista/thresh/zilean etc. Is there some short of explanation behind this skin theme or it's just random. I mean for example the Pool Party skins are about Ziggs organizing a big pool party for everyone so they wear their beach clothes.

From Yasuo's splash art i think it's some short of event that happens but is Blood Lord Vladimir's legendary skin connected with it maybe
