Title asks it all. Obviously, the Chem-Barons hate him because hes out to kill them, but do normal zaunite citizens even know about him? If they do, do they see him as a savior or a villain? Does he strike fear into their hearts? Why do I care so much about this champions lore?
Hmm I think the working class, basically slave conditions, citizen view him as a Karl Marx type figure to tear down the figurative walls built by the Chem Barons to suppress them, while I think the more wealthy/successful yet not Chem Baron rich citizens view him as like a domestic terrorist
I think average zaunites who are just trying to work and live their life in peace are terrified to meet him on the streets some day because it will end in "Hello, do you have a moment to talk about marvels built of PAIIIIN?" situation. Urgot doesn't seem like a guy to let a random passerby walk away without testing their will to survive.
And it's not like their lives haven't been stressful before: Zaun is a place of horrible chemical accidents, kidnappings, mutated rats, Mundos, cults and a place, in which you can get mauled after getting a papercut in case 
was nearby. I guess Urgot is something new to them because he doesn't want money, he doesn't want the chem tech resources, he doesn't want to be the knew kingpin of Zaun, he just comes out and causes carnage.
Yet, he keeps Chem Barons twitchy and distracted, so this is something citizens of Zaun can appreciate.
Maybe it's similar to how Stormtroopers in the Star Wars Empire viewed Darth Vader. They respected the man, since he fought alongside with them, instead of sitting back letting them to the grunt work. Feared since, you know, he could kill you at any moment, and he doesn't exactly specifically care for you.

I just imagine him as the great hope of all arthritis patients. His is so bad they act like shotguns, but he's still up and running!
