So I've read that there are currently 7 chromas for the Lunar Goddess Diana skin (and 8 for skins of Ezreal, Malphite, and Riven) up for testing on the PBE to be released next patch. Is there a known reason as why there's 7 instead of 8?

Hi! We don't have a set number for each chroma pack - we come up with various color combinations and pick the strongest. If we only feel there are 7 strong options for a particular chroma pack, we'll just go with those 7 and not try to fill up another slot with a mediocre color scheme just to make 8.
I was wondering the same. Maybe they just thought style-wise only that many color changes looked good
All of the chroma sets come in various types, that's pretty much the only reason.
They come with anywhere between 3 to 10 options.
