What's up with the weird icons?

I was looking at the page with all the champions on them and I noticed that some of the champions have animated icons (Garen, Sona, Vi, and Zed). When you click on them there's a brief eerie animation... just wondered if anyone else saw it and if you know what it's all about O_o

it was from the release of jhin, he had targeted 4 champs and they had a sort of mini event around it.
