On the forums, there is a monthly champion creation contest. Do Rioters ever pay attention to it?

I remember seeing names of fan-made champions that eventually became the names of champs, (such as Lucian and Gnar).

At one point, I made a kit for a champion I named "Vinse, the Aspect of the Snake." And now Cassiopeia has a passive called "aspect of the serpent". Not saying it was taken from that, I was just wondering if any champions were inspired from ideas made by fans of the game.

Off topic, I've made about 10 or so different champion concepts and kits just stored away somewhere even though I'm sure they may never get used. Do Rioters like when people send in original ideas to them?

Rioters will, at the very most, take inspiration from champion concepts. They will never take a fan-made idea into the game, however willingly given. Now there will be similarities of course, either by drawing from the same inspiration material (i.e. your example) or possibly by throwing out a reference here or there (i.e. Braum and giving the poros a moustache, possibly) for concepts that helped the spark along.

I'll admit the Gnarr concept here was a hilarious coincidence, as it came out just before Gnar's reveal.

Do Rioters like when people send in original ideas to them?

Naturally I cannot speak for Rioters, but I'd advise not to unless you are planning a career into Riot. They can be great padding for a portfolio of there was a lot of work and thought put into them, but beyond that they can only, at best, look at them and say "not bad" and be on their way.
