So I noticed that I recognized Xerath's arcanopulse (Q) SFX, but only recently linked the two sounds. Was this inspiration? Intentional? Or just coincidental? ....or just me.

Huh, that does sound pretty similar.

Rek'Sai's ultimate is also similar to a pokemon's sound. It is possible and normal if you ask me. Even if it was Intentional, creating %100 unique, non-similar to anything sound is pretty unlikely.
