@Riot, for the sake of throwing ideas out in the blue for Hextech Crafting

Why don't you re-release those incredibly old and rare skins as Mythical Hextech Gem only Skins? You know the ones, Young Ryze, Medieval Twitch, etc. The Mythical line of Skins is novel for being so hard to get, The novelty of the older skins is nonexistent since you can't even get them anymore. I think it's a bit unfair that other folks don't at least get a fighting shot at getting those rarer skins, but you guys run the company, so life goes on I guess.

The rarity and exclusivity of those skins seems fair to me

Aside from Rusty Blitzcrank and Urf the Manatee, they're all achievement-based. You can't complete the requirements for them anymore, but that doesn't mean that they should change those requirements. People got these Skins for doing special things; by releasing them in Hextech Crafting, the achievements of those that got the Limited Skins would be greatly diminished. Medieval Twitch is a skin only for those who referred five through the Refer-A-Friend program, not for those people or the ones that got lucky. Victorious Jarvan IV is a skin only for those who got Gold in Season I, not for those who got lucky through Hextech. Hextech Crafting is for purchaseable skins. These Skins (aside from Urf the Manatee and Rusty Blitzcrank) were never intended to be purchaseable. Tough luck for the people who weren't able to complete the requirements to get them.
