I remember when I discovered them in the store, and that we could get a random one with blue essence. Sadly, they seemed to disappear as soon as I noticed they were there! I'm an Evelynn main and would LOVE to be able to get the chibi Evelynn icon! Will they ever be coming back to the store?
They will come back with the return of the BE store. Which is this midseason I think (THIS COULD BE WRONG)

They will return. And when they do, there would be more chibi icons, too.
They come back every time when there is the Essence Emporium (BE store/sale) going on, which happens twice per year at pre-season and mid-season.
Each time when the chibi icon make a return in the BE store/sale, it also come with a new series released for players to purchase. Thus not only would you be able to purchase the previous existing chibi icons, you will also get new ones too (or at least until all of the champs have had their icons then maybe something would change, but probably not in the foreseeable future).
