So I Stopped Playing Shortly After the Lore got Deleted. Have Things Improved, Lore-wise?

Title says most of it. After the big retcon, I decided that hey, maybe, just maybe, there really was a plan here that I just wasn't seeing yet, so I played through the Shurima event.

....and that did it for me, because story-wise, that event was, to put it in non-ban-able terms, a festering dung heap. But recently I've been hearing that the Bilgewater event was pretty cool, and I have missed this game somewhat despite sucking royally at it, soooo....have things gotten better?

Also, on an a tangentially-related-at-best note, how would one go about contacting someone (say, CupcakeTrap) to ask about Factions?

Bilgewater Event is easily the best writing/lore League has ever had. There were stakes and consequences and it worked out really well. The follow-up piece, Shadow and Fortune, is also a winner.

As for Factions, just go to their website and make an account, it's free and quick.

Overall things have become better,but some of the older problems are still unsolved.

Generally new champions and reworked champions are now released with a short lore on the client and a big lore that consists of the short lore,a bio and a color text(a small story about the champ) are on the main page of the champion. Champs with these lores are Fiora Gangplank Graves Hecarim Illaoi Jhin Kalista Karthus Kindred MissFortune Mordekaiser Poppy Shen Thresh TwistedFate

Diana Leona Pantheon also got new lores,but the official site is kinda buggy,so their lores aren't on their champion pages yet,but instead on the new Targon-page(the new champ Aurelion Sol is also part of that) http://euw.leagueoflegends.com/en/site/mount-targon/

However,during(and after) the shurima event there were quite some problems with the main page and the way riot wanted to do lore,resulting in a lot of champions getting released with only their short lore and they are still stuck with them.This goes for pretty much every Shuriman champion,as well as almost every new/reworked champion that was released after the shurima event and before the burning tides one(and I think for Eve,Elise and Yorick). The exception would be Azir &Xerath who received lores on the main page when riot tested some new ways to solve the tech issues,but these lores were still written in the 2014-lore format,meaning that by todays standards they'd be more like color texts than full lores.

They're definitely putting more effort into the Lore. What they've released has been somewhat uneven in terms of quality. Some of it is great, some of it is frankly puzzling who thought that was a good idea.

There are still a bunch of champions in lore limbo, where their lore still focuses on things that are no longer canon. Of those they're slowly going through and changing them, usually when the champion gets reworked or if they are part of an event, or release of a related champion. These changes sometimes try to keep to the core of the champion but other times they go off in completely different ways. Whether you prefer the new to old champions is based on your preference really.

Lore has gotten better since Shurima imo.

Most newer champions now have about a page of lore that comes out a bit after they do.

Bilgewater fleshed out Gangplank, Miss Fortune, Twisted Fate and Graves. Made it clearer who they were and how they act (especially Miss Fortune).

Targon's a mixed big to some people though, some like the changes and some don't.

That being said, I think it's a good idea to get back into the game at least lore wise because Riot's been putting more effort into it recently. Since there have been more lore events going on, I think it's a decent time to get back into league.

Personal preference is that the new lore is trying way too hard to be gritty and grim, but regardless they are putting plenty of effort into it.

As far as the world building goes it hasn't changed much since you left (they're trying harder, but it's not a good payoff). But when it comes to building up Champions it's a lot better than what we were left with (and personally I think it's better than the old Judgements and Bios we got). A good example of the current lore would be Jhin or Aurelion Sol's lore, they're probably the Champions with the strongest writing behind them.
