Hey there I see you're hurting here so I wanted to jump in and say there's nothing but a cool teaser image so far; no information about the tier or champions involved. Ultimately you might be disappointed but I don't want to think you're upset over something that might not even be true!
Sharjo is right there's no rule about skin thematics only getting one Legendary. We are currently planning on only doing one Legendary per champ but even that isn't a hard rule.
