Why the Hell is SGU a LEGENDARY SKIN if they did exactly the SAME with KARTHUS and SION VU?

The design is still decent. What needs to be changed are the derpy animations and a more significant change to the model when switching stances (just changing the pelt is pretty shitty)

He's just not a priority. Hes not on the radar. Not too strong, he's not too weak, and not picked too often. Exactly where Riot wants him. They don't want him to be too strong or popular because it would draw a lot of attention to his atrocious base model, and that his real model is locked behind a $25 dollar pay wall. His presence doesn't justify creating a brand new model from scratch for him, and they can't just use the assets from his ultimate model in fear of a major outlash from the playerbase, because as of 11 months ago, it was the best selling skin. He's the elephant in the room but a small elephant. People aren't looking in his direction and Riot hopes it stays that way.
