Option Togggle For Champ quotes during select

I think this is in the right section so, IS there a possible patch that would allow us to hear every champ say their quote when picked like before? I enjoyed that little feature so much but understand why it was removed. Things like those and announcers should be toggle-able, it's a nice way for users to personalize their game experience without needing mods.
