simply make the overgrown art department draw comics to tell the lore, and implement some sort of comic system in the client?

Someone would need to be put in charge of writing for those comics.
Some of the artists may be interested in doing that themselves, and that would have varied results I"m sure. But it would most likely be put in the hands of the "current Lore team" (if they exist) which would just make it the same overly succinct, unfulfilling garbage we've been getting anyway.
Y'know, just with pictures.
I agree, we need a Dawngate Chronicles-esque webcomic about this game...
