Judging by the upvotes, I am glad to see, that I am not the only one thinking this way.
Our fellow poster Ralanr actually brought this topic up circa two months ago and I replied:

Exactly what I thought about for quite a few months, Ralanr! Good job pointing that out. They simply could make Classic Annie a free skin and give it a fitting name.
A bit like they did with
, giving him the Captain skin for free first, but even simpler, without creating a new skin at all.
They made
less ''Piratey McPirate'', or like IronStylus and various others called it, removing a cliche archetype from the game, that has nothing to do with Valoran… though I never straightly heard them talking about making
less ''Olaf Vikingson'' and
less ''Kawaii-desu Weebgirl''.
At least Rioters pointed out several times, that
needs to be changed to not being a random Spartan from 300 and actually match to Targon and the Aspects.

She could need a small Classic skin VU with maybe a few modern QoL animation touchups for all skins and maybe a new voiceover.
So it would be, like already stated above, a special case right inbetween the
Relaunch/VGU & the
Mid Season Mage Roster Update Classic model VU.
This was by the way a super cool move of the ChampUp team hearing out a player on the boards – now she has the modern colour palette and looks exactly like in the New Dawn cinematic & her splash. It would include a totally new concept for her standard look, fitting more into the world of Runeterra. We will have to see how she will be turn out after her lore update first. If she stays an Exile of Noxus, it would be cool, if she maybe would get this update, when the Noxus lore event happens (potentially with Urgot, who is the next relaunch in line after Galio and the Demacia stories; like it already happend with Warwick & Piltover).
Sadly this is not very likely to happen, unless it is maybe brought up to for example Reav3's (head honcho of ChampUp) attention, with several Rioters agreeing, that it fits into such an event in terms of resources.
I mean, if you want to open that can of worms, think about this:
You purchase swords to power up your arrows/bullets/vomit(Kog'Maw).
How the hell do i wear so many suits of armor at the same time?(Deadman's, Omen, Spirift Visage)
can be as big as a galaxy, but can be killed by a guy with a lamppost.

and countless others, yet you chose to pick at Annie's backpack? I mean come on, there are way better things to pick apart.
Maybe to a small extent, it's not so much she doesn't fit in the world or is too modern. She has a fashion style similar to Pilties.
She's not very fitting to Noxus though, I'll agree.

Yeah always thought this too. It's easy enough to rationalize in-canon I guess, will be interesting to see exactly how once they fish her out of the ol' Well of Canonical Limbo.
Not to mention she lives in a jungle too.
Her clothing is still fairly simple, so it's most likely that that's what the tribe her parents belonged to had available. She was born in the woods, not the city.
She's 7.
