They actually talked about it recently.

Basically they think that chromas kinda failed and they want to change the system.

Currently there are surveys going around asking players how they would like a tool where you can recolor champs/skins themselves and some ask if people would be interested in purchasing chromas individually.

You mean paying for something that had technically been phased out failed? The surprise!
