Wait, there's no Harrowing event this year?
And no map alteration? I was looking forward to the harrowing map and holiday runes...

I miss seasonal maps, potions, and Baron Nashors Santa hat too. Maybe we'll get them back someday.
But look on the bright side, this year we have a late Harrowing, sweeping game breaking hacks/exploits, and bots littering matchmaking.
No. I think I heard something about Underworld Wukong, but that's it
There won't be a harrowing map because it's waaaay too late in the PBE cycle to start testing a new map with Halloween in 11 days and the event itself starting much sooner than that.
Riot doesn't really do holiday maps anymore after a minority of players with sensitive vision were complaining that the new maps were very distorting or visually causing them pain.
The harrowing probably starts this coming week by my guess.
There is, have you seen the harrowing login for this year? Or the harrowing skins of Lelanc, Soraka, and Wukong?
Overall they have a harrowing login-theme on the pbe and there seem to be 3 harrowing skins this year(underworld wukong,ravenborn leblanc and reaper soraka)
also they don't do map alterations anymore(I think the same goes for the runes),they are busy doing the new summoners rift

Riot hasn't done alternate maps in a long time, I don't know why you were expecting that to happen.
In any case, The Harrowing is coming, though apparently quite a bit later than usual at this rate. Both LeBlanc and Wukong are receiving new skins, and Soraka's new upcoming skin might be harrowing as well... it's a bit confusing.
Anyway! If I had to guess, the harrowing skins (and probably TT hexakill simultaneously) will be out this coming week.
