Noxian Soldier in Marrowmark Market

So looking through the Map specifically shurima i noticed that there is this lone Noxian Soldier depicted in the art for the Marrowmark Market, at first i didn't think much of it but then it got me thinking... what is he doing there?

Comparing his Armor to the Art we have on Noxus he even seems to be a part of the Trifarian Legion, which is supposedly led by Darius himself, so the Question arises:

What is a Current/Former Member of the Trifarian Legion doing in southern Shurima seemingly on his own?

ps: Another reason i noticed its abnormal is because the two people on the left in the image look in his direction as if he doesnt belong there

Trifarian Legionaries do not always move as a grouped battlefield unit - as in 'The Principles of Strength', they are often sent as emissaries or enforcers, whose mere presence legitimises a claim from Noxus.

Imagine a city, with a strong military and great defences. Noxus has been trying to annex them, but the city has been turning away their ambassadors and traders for years. A single legionary arrives at the front gate, and just walks right in demanding to see the mayor.

What do you do? If you turn him away, he will be sent back with 10, or 100 more of his comrades. If you have him killed (which is absolutely possible, because he's "only" a single, armoured warrior) then you have basically just declared war on Noxus, and you can expect the full force of the empire to be leveled at you in response.

So, the mayor lets him in. He says "This place now belongs to Noxus. I have conquered you in the name of the Trifarix. Here is a plan for how we will transition your governance to the empire."

What do you do now? I can't think of any option but to agree, and try to make the best of this new situation... :-P

So yes, people might often look at members of the Trifarian Legion like they don't belong... but if you're going to give them grief, you'd better be strong enough to stand against the ACTUAL full might of Noxus.
