Flavor for Swain Rework

I was playing a game to try out the reworked Swain and loved the bit of music that plays at the start. But why does it not play if you have a skin on? Almost everyone who loves a champion owns a skin for them, so it doesn't make sense to take out that cool bit of flavor for the people who will most often play the champion.
