Zed FREED Jhin?!

I arrived from school a few minutes ago and decided to check out FF@20. When, to my surprised, I noticed that Jhin had been released. Now, into the actual title-related-thing.

As I was reading Jhin's lore (Which is what I was the most curious about.) I noticed that in one of the lines, it specifically says,

"Once an Ionian prisoner, but freed by shadowy elements within Ionia's ruling council,"

As far as I know (Or heard from Jhin's special interactions.) Jhin was captured, by the former master of the Kinkou order, who (I suppose) Zed and Shen aided. Now, Zed is supposed to be the only ninja that has used the shadow techniques in years. However, the lore does say that he was freed by Ionia's ruling council. So, are you (Rito) implying that Zed became some kind of member of the Ionian council? Did he become a master in the eyes of the Ionian council after using and teaching the ways of the shadows?

Any theories out there?

He wasn't freed by shadows, he was freed by shadowy, shady figures... Politicians more likely than Ninjas.

That would make no sense at all since Zed was the one who wanted to sentence Jhin to death instead of imprisoning him in the first place.
