Singed forced laugh on every throw (aesthetic revert please)

This is an incredibly minor detail, but with the Singed update (while back, I know), they made it so that whenever singed threw someone, he would automatically Ctrl+4 (laugh). I'm not sure if they did this because they wanted to add an audio cue to the attack, but if that's the case, someone can just press the laugh command at any point as a fake. They probably couldn't get the original actor back in to revoice something new, so just slapped that on. I much prefer the old version where you knew if Singed laughed, it was because it was intentionally pressed by the other player. Singed is supposed to be trolly, and his laugh was special. The effect of it is greatly lessened now since you know it's just part of his kit, and not an interaction with the other player (whether you are the laugher, or the laughee). Like I said, this is a minor detail, but an aesthetic one that I was reminded of watching the Ryze 10 year video today where the singed laughed only after the ezreal died chasing through the smoke -- which is in my opinion, one of the most appropriate times to use Ctrl+4.
