I think Ahri is a special case. Santangelo was really captivated by her so i doubt he saw any similar vastayans.
It's also worth noting that although Vastayans have tribes that have similar looks, pure-blooded vastayans can change themselves to look like anything they want. Ahri may have made herself look different.

She is a Vatasya fox ( in the lore they said she is a women with fox like trait like ears and tails . They also mention that she live with a pack of " ice foxes").
She is a vastaya and there should be more fox vastaya like her. However we don't know their wherabouts or if they still exist.

I think she's the only and legendary nine-tailed fox because literally it says Ahri the Nine-Tailed fox and "the" is enough of showing that she is unique. There might be other fox-human vastayans but none should be the nine-tailed fox except Ahri..
