I dont see Jhin being called "The Evil Virtuoso" or Mordekaiser being "The Evil Iron Revenant"
Because, at least from their point of view, they are doing something good... But not Veigar, he does evil because he IS EVIL, stop laughing.

(Rhaast): are just following their innate natural instincts and desires; they don't really seem to have any choice in the matter. If anything, it's not even really 'evil' on the demons' part, considering that humans are essentially their primary food source.
and (Kayn): driven insane by extremely horrific and traumatic events in their pasts that completely warped their minds. They are now hollow and violent husks of their former selves.
is not a true psychopath since its stated that he does feel some form of guilt and regret for his actions, and knows that what he's doing is morally wrong. This implies that he belongs with the aforementioned group - likely driven insane by severely traumatic events that happened in his past.
and (Kayn): did not receive proper parental guidance or healthy mental & emotional growth during their childhood, and are now more than a little messed in the head because of it.

is irresponsible, self-centered and without a sliver of empathy. She isn't the most evil character, but I would like to point out that she's still evil (albeit unintentionally).
I’d say the following:
The Darkin, they want to wipe life off of the world. Nocturn, he just wants to spread fear and glorifies in the pain and torment of others. Thresh, he’s sadistic to the point of where he not only torments people while they live but for eternity he continues to torment their souls.
and pretty much live to make others suffer,but one could argue that with them being demons,they pretty much exist to be evil,they never had a choice to be anything but evil.
However and were both extremely evil even when they were human.
At least and 
have their reasons for being evil,Jhin is pretty much in an extremely deep depression,where only killing brings him joy(something that he tries to justify to himself with his art-stick) and Thresh was driven mad by artifacts.
But Morde and Hecarim were both evil because of their own choices
and are the most malicious in my opinion
When thinking of people like the Void Born, , or even are more malicious simply due to their nature, especially Void creatures

Don't get me wrong; Jhin is easily the most evil and horrifying out of all of the human champions (except maybe Singed). He does have a few lines where he expresses some degree of conscience, but it's behind miles and miles warped and twisted insanity.

Evelynn, Tahm Kench, and Nocturne are self-explanatory. They're demons who feed off of people's misery, and are very much "irredeemable monsters".
Mordekaiser was the most brutal warlord in life, and remains so in death. He's pretty awesome, admittedly, but undeniably evil and power-hungry.
Thresh is just sadistic. Way... too... sadistic. You know you're evil when EVELYNN is impressed by your torture methods.

Surprised no one mentioned this guy. I get that Aatrox is forgettable, but Lore-wise he's a huge deal. He's worshiped as a GOD throughout runeterra. But in Reality he's basically Satan. He's the cause of many wars in history, all for his amusement. The worst part is it makes him even more powerful as well. He's also hunting Trynd as a next host so I think 
might be fucked in order to bait trynd and make him very angry.
For sure. He's a demon who literally lives on suffering. But worse than that, Tahm's victims destroy themselves. Not like Evelynn, where she hunts you down. Tahm makes you hate and destroy yourself through temptation and addiction. He takes people about to turn their lives around, and ruins any chance of redemption. The closest thing to biblical Satan in Runeterra.
Also note that he possessed and is currently utilizing the Gambler's body. How aware is the Gambler? I'm sure he was around to experience his first transformation into Tahm, when he snapped up his own wife and crushed her bones. Or the slower, more insidious evil of destroying everything he cared about in his own life, over the course of years. Evelynn (and many of the other "evil" champs) do things to you, which, sure, is evil. The Darkin forcibly possess you, so you can still blame them for the evil that has befallen you, or that they use your body to accomplish.
But Tahm's form of evil is faaaaaaar worse in my opinion. He's the darkness inside you in a way that no other champion is.

I actually disagree that Jhin is the most evil, because its implied that Jhin only feels happiness when he murders people, when he isn't killing people(or planning to kill them), he'll start to feel empty and depressed, meaning that his mental state really only leaves him 2 choices: "kill and be happy" or "suffer and live a cold life in misery" Now this doesn't mean that Jhin is a good guy all of a sudden, but it makes his motivation for killing more understandable.

These 3 ruined the lives of hundreds, if not thousands and they all did it for selfish reasons.
And unlike Jhin they don't even have the excuse of being insane, as none of them seem to have any severe mental problems(not counting Hecarim being corrupted by the mist, I'm talking about him before he became an undead).
Not to mention that all of them are/were human, so unlike demons they at least had the ability to not be evil
Jhin, a lot of characters are bad but you can understand their motives, they dont see themselves as the bad guys. Jhin, is aware of how twisted and vile his "art" is, he doesnt care, he does it because it gives him pleasure, murder itself is his goal not a means of getting something. That, and the fact he has some of the most brutal kills in the lore.
