When i look at his design his entire style really and that is a sick mind that is obsessed with perfection and the finer things in life, it just feels like he belongs better in piltover why do you guys think the had him be ionian as he seems so different from everyone else there.

Well he is a psychopath so he's going to be a little different from others. His background is in martial arts, and other Ionian related magic

Well Jhin is on his way to Piltover/Zaun and I could see him actually identifying with the piltovian style.

And he also represents a change in ionias way of life,so it makes sense for him to be quite different from the rest.

No. I honestly prefer if Jhin is Ionian. You mentioned that Jhin is different from everyone else, and while that's true, so is Zed. They both have a twisted dark side, but Jhin prefers to have his "art" shown to the public. While zed prefers the shadows. Piltover is more of a scientific democracy and doesn't fall into line with Jhin's lore.
