usually horns are on the forehead but I cant discount the possibility of her horns being on other parts of her head or maybe hidden by her hair

This is speculation; but the horns could be on the side or farther back on her head. Similar to a ram or Ornn for example. I doubt they will be big or on her forehead (like the imps in many demonic depictions). https://imgur.com/91F9Sq5
I think I can MAYBE see one horn on the left side, but it might be the pink shadow particles too. If you look at the very top of the screen, right of her left tentacle and left of her head there is a C shaped thing moving back that could be seen as a horn. It could also be that in game her horns only appear when she uses like an ult or something, as a kind of deceiving succubus type deal.

I sincerely hope she won't get horns any time soon and I'm glad those tentacles are not representing a tail, because that's not what Evelynn ever represented.

Also keep in mind evelynn probs/maybe was a shadow at this point and all vayne saw could've been a silohuette and her eyes, and the red glow like in her art. Her hair maybe looked like hornes are maybe those things on the sides of the image were poised in such a way that couldve been it. but who knows.
Maybe they will show up when she bursts out of stealth to show her real guise. I have a feeling this appearance is some sort of decoy.
She's horny, but it's that kind of horny.
