Personally I like my lore confined characters as exactly that, I like how certain figures can have an impact without any in-game significance. Which is why I was never obsessed with the idea that the Ruined King could become a playable champ some day.
Does the Seal Sister need to become yet another god like champion for the game? Or does Saito Takeda have to be playable just so we can have a Chem-Baron running around the Rift?
