It’s sorta both because the aspect of Twilight fused with Zoe.

Zoe herself probably doesn’t know how much power she actually has, she just always has what she needs. The Twilight is just directing her when she needs to deliver a message or just riding along for fun.

Remember, Zoe is the aspects middle finger to the others.

Zoe is a child who does whatever she thinks she wants, but is really just a puppet for the Aspect of Twilight. The Aspect of Twilight is an uncaring being of immense power who does what it wants by controlling Zoe regardless of whether or not its actions causes Zoe to kill massive amounts of people.

This seems like great stuff that wasn't shown at all in the color bio. Zoe didn't pull any tricks or pranks in the color bio. Like, at all.
