About Noxus
@Riot does the people that lives in the Capital city of Noxus know who built The Immortal Bastion or who 
Mordekaiser is and what he does ?

I highly doubt that hey know Mordekaiser in person since he has been dead and in the Shadow Isles for years (or centuries). Maybe some important people like Swain or the members of the Black Rose know that Noxus was built in there... but i dont think is common knowledge.
... But... i have a question... does Kled know? i mean, he has been living at Noxus since the begining.
I believe Mordekaiser is a well known as historical figure, although not by name based on some of the in-game lore messages. I believe mostly everyone knows at one point in time a powerful tyrant ruled the area and the Immortal Bastion is where the Noxian capital is, but I think the fact that it was Mordekaiser is unknown.
I'm pretty sure Kled doesn't know Mordekaiser as I believe Kled wouldn't want Mordekaiser on his land. I think there was a long period of time between when some of Morde's remains were taken to the Blessed Isles before he could be resurrected again and the time Noxus was founded.
